  Ranked No. 1 for Women’s Empowerment Again! Taichung Earns Excellence Rating in Gender Equality Evaluation
 
Taichung is leading the charge for women’s empowerment! In the recently announced 2024 Executive Yuan's Guidance and Incentive Program for Promoting Gender Equality in Municipalities and County (City) Governments, Taichung City has once again excelled, securing the “Excellence” rating for gender equality for two consecutive years, holding its national No. 1 position! As the only female mayor among Taiwan’s six municipalities, Mayor Lu Shiow-yen places great importance on gender equality and women's rights. She actively supervises various agencies to work together, ensuring that gender equality is more than just a slogan—it is a tangible part of everyday life.
The Social Affairs Bureau shared that Mayor Lu takes gender equality as a priority for the city government. The gender ratio in all city government commissions has nearly reached 100% compliance with the one-third gender rule, while public enterprise board and supervisory positions have met the requirement at 100%, emphasizing the importance of diverse talent across all fields. Moreover, the city government has completed the Taichung City CEDAW City Review Report for the first time through effective cross-department collaboration. Several programs have been introduced, such as the “Empowering Women—Support for Disadvantaged Women” and “Comprehensive Care and Support for Pregnant Women Under 18,” showcasing the coordinated efforts of the teams to ensure gender equality.
“Achieving gender equality requires collective effort, learning, sharing, and broadening our impact,” said Mayor Lu. Committed to this cause, she invited mayors from various counties and cities to create the Female Mayors' Alliance, aiming to strengthen unity and enhance influence. In collaboration with the Executive Yuan's Gender Equality Committee, the Taichung City Government hosted the Gender Equality Exchange and Observation Meeting for Local Governments. Moreover, Taichung has taken steps to connect globally, sending representatives to attend the 68th United Nations Commission on the Status of Women in the U.S., promoting the city’s diverse and innovative gender equality initiatives.
The Social Affairs Bureau noted that the city government’s continuous efforts to promote gender equality have yielded fruitful results. Taichung has not only ranked first in the national gender equality evaluations for two years in a row but has also received multiple awards, including the Executive Yuan’s Jin Xin Award and Gender Equality Innovation Award, the Ministry of Health and Welfare’s 2024 Taiwan Healthy and Age-Friendly Cities - Accessibility Award, the Ministry of Health and Welfare’s 2024 National Benchmark Women’s Center - Fu Yun Award, and the Taiwan Institute for Sustainable Energy’s “Asia-Pacific Sustainability Action Awards - Silver. These awards are a testament to the city government's hard work and its dedication to achieving the United Nations’ Sustainable Development Goal 5 for gender equality while fostering a low-carbon urban environment.
Moving forward, the city will keep using six key tools to advance gender mainstreaming policies, aligning with CEDAW to promote a variety of initiatives. These efforts will include international forums, multimedia contests, innovative projects, lectures, and the partnerships of gender-friendly businesses.
