Mayor Lu noted that Leon, now 69, continues to teach at a high school and has devoted many years to nurturing young talent in Taiwan. In recognition of his contributions, he was granted an Alien Permanent Resident Certificate through the Mackay Project. Mayor Lu expressed her appreciation for his fondness for Taichung and was pleased that he became the city's first foreign applicant for the Senior Love Card. This year, Taichung City has expanded access to the Double Ten Bus Fare Discount program and the Senior Love Card. Foreign residents aged 65 and above with permanent residency in Taichung are now recognized as senior citizens of the city, granting them access to these benefits. Mayor Lu hopes that foreign seniors, like their local counterparts, can enjoy a happy lifestyle—using their cards to explore the city, join friends for exercise, and maintain both physical and mental well-being.
Leon said he was deeply honored to receive the Senior Love Card today. He expressed his love for Taiwan and described Taichung as the best city in Taiwan, encouraging people to make it their home. As a gesture of thanks, he gifted Mayor Lu a copy of his book, Grandfather Is Dead, which he wrote himself. After receiving the card from Mayor Lu, he wasted no time in trying it out—using it for a taxi ride to experience its benefits and ease of use.
According to the Social Affairs Bureau, Leon, originally from Canada, first visited Taiwan when his son was studying Chinese at a local university. Drawn in by the culture and the warmth of the people, he decided to stay. In addition to teaching, Leon is also an author, using his writing to share life lessons and highlight the importance of self-reflection. He brings positive energy and meaningful values to society, embodying an active and engaged approach to aging. As an international-friendly city, Taichung strives to create a welcoming environment for foreign residents. By expanding the eligibility of the Senior Love Card, the city aims to ensure that foreign seniors living in Taichung can enjoy the same social benefits as local seniors, fostering a sense of belonging. Currently preparing for a pilgrimage in Spain, Leon plans to use the card’s benefits to train at sports centers. He praised the Senior Love Card for its wide range of services and practical benefits.
According to the Social Affairs Bureau, the Senior Love Card offers subsidies for public transportation, including buses, the MRT, intercity buses, trains, and contracted taxis. It can also be used for medical discounts at contracted clinics and reduced fees at sports centers, encouraging seniors to stay engaged in the community. Foreign seniors who meet the eligibility criteria can apply by submitting an application form, the original copy of their updated Alien Permanent Resident Certificate, and a 2-inch color photo (taken within the last two years) at their local district office.
Today’s event was graced by Mayor Lu, Social Affairs Bureau Director Liao Jing-jhih, and Transportation Bureau Director Ye Jhao-fu. Legislator Wei-siang and council member Huang Sin-huei also sent representatives to show their support.
